National Register of Municipal Support and Service for Persons with Certain Functional Impairments

The Register provides a basis for official statistics on measures for persons with functional impairments under the Support and Services for Persons with Certain Functional Impairments Act (LSS) in Sweden. Register data are also used as a basis in the national system for equalising LSS costs between municipalities.

Purpose of the Register

The purpose of the Register is to describe the extent of interventions for persons with functional impairments under LSS.

Contents of the Register

The Register contains information at the individual level on persons with decided and executed measures under the Support and Service for Persons with Certain Functional Impairments Act (1993:387). Register data are collected once a year from all municipalities in the country and refer to the situation on 1 October of the current year.

The Register does not include data on the counselling and support measure (9 § 1), which is found in a separate collection as aggregated volume statistics where the regions are often the informants. The personal assistance measure (9 § 2) is provided to persons who, due to severe and permanent disabilities, need help with breathing, personal hygiene, meals, dressing, communicating with others or other help that requires detailed knowledge of the disabled person (basic needs). Those who need personal assistance for basic needs are also entitled to assistance for other personal needs if these needs are not otherwise met. Those requiring personal assistance for an average of more than 20 hours per week for basic needs may be entitled to assistance allowance according Chapter 51 of the Social Insurance Code from the Social Insurance Agency.

Persons solely receiving assistance allowance from the Social Insurance Agency are not included in the Register. They represent about two-thirds of all persons with personal assistance. Nor does the Register include information on persons receiving assistance allowance from the Social Insurance Agency where the municipality is responsible for temporarily extended assistance in connection with the illness or other absence of a regular assistant.

Legal regulation of the Register

The Register is regulated by The Ordinance (2004:16) regarding the obligation of social welfare committees to provide statistical information. The National Board of Health and Welfare's regulation (SOFS 2005:21), shows in more detail how the municipalities obligation to provide statistical information concerning support and social services for persons with functional impairments must be fulfilled.
