In view of the overall effects on society of a pandemic, however, other aspects are also considered. The plan has been drawn up by a working group at the National Board of Health and Welfare and replaces the earlier documents "Contingency planning for pandemic influenza – national measures" and "Contingency planning for pandemic influenza – a basis for regional planning".
